Sports Betting History in Virginia

Virginia sports betting was first proposed in a legislative session in 2019, and in March 2020, SB 384 and HB 896 passed the Virginia General Assembly and Senate to legalize sports betting. Governor Ralph Northam amended the bill, and the changes were approved on April 22, 2020, marking the official legalization of sports betting in the Old Dominion State.

Virginia became the second state to launch as an online-only market, with the Tennessee sports betting market being the other. The bill allowed up to five retail locations, and all of Portsmouth, Bristol, Danville and Norfolk voted to allow construction of casinos in their respective cities. Voters in the city of Richmond voted not to allow a casino to be constructed within the city limits.

Can You Bet on College Sports in Virginia?

Virginia sports bettors can wager on college sports, but they cannot wager on in-state schools such as the Virginia Cavaliers, Virginia Tech Hokies, or VCU Rams. Virginia sports bettors cannot wager on player props for college players, regardless of their school. This is the same in New Jersey online sports betting markets.
